- In a large skillet over medium-high heat, add olive oil and let it shimmer for about 1 minute.
- Add ground beef to the skillet and let it sizzle for about 2 minutes without stirring.
- Stir in tomato paste, chili powder, ground cumin, garlic powder, and salt and pepper to taste.
- Pour in water to deglaze the pan, scraping any browned bits off the bottom.
- Lay a tortilla flat and sprinkle shredded cheese on one half, spoon the beef mixture over it, and fold.
- In a nonstick skillet, melt butter or add oil, and cook the folded quesadilla for about 4 minutes per side.
- Let the quesadilla rest for about 1 minute before slicing it into wedges.
