Step-by-Step Instructions

  2. Sift together the all-purpose flour, cocoa powder, baking powder, and salt in a mixing bowl.
  3. In a separate bowl, whisk together the water, vegetable oil, vanilla extract, and apple cider vinegar.
  4. Gently fold the wet ingredients into the dry mixture until just incorporated.
