- Preheat your oven to 350°F (175°C) and grease a 9-inch square baking pan.
- In a medium mixing bowl, whisk together the all-purpose flour, granulated sugar, unsweetened cocoa powder, baking powder, and salt until well blended.
- Pour in the milk, vegetable oil (or melted butter), and vanilla extract. Stir gently until a smooth batter forms.
- Pour the batter into the prepared baking pan and spread evenly with a spatula.
- Sprinkle the unsweetened cocoa powder and light brown sugar over the batter, then drizzle boiling water on top. Do not stir!
- Bake for 35-40 minutes until the top looks set and slightly cracked.
- Remove from the oven and let it rest for 10-15 minutes before serving.
